I can understand that if you try to get a Vanilla verified, Mastercard is obviously going to reply with a nogo to every request, since there is no way for them to tell who is the cardholder. However, I was already verified since I had a bank account enrolled, so there really is no reason for Paypal to check if my CC is legit as long as I don't use any money from it.
